Üniversitenin temelleri, Kazakistan Cumhurbaşkanı Nursultan NAZARBAYEV'in 6 Haziran 1991 tarihli kararıyla, Sovyetler Birliği'nin dağılmasından kısa bir süre önce Türkistan Devlet Üniversitesi olarak atılmış ve üniversitenin temel görevi, “Orta Asya'nın tarihî ilim ve kültür merkezi olan Türkistan şehrini kalkındırmak” olarak belirlenmiştir.
